A brief introduction

From 1995 to 2004, the United Nations Mission in Bosnia and Herzegovina (UNMIBH) played an important role in stabilizing and rebuilding the country after a devastating war. One of the main areas in which UNMIBH has had a lasting impact is in waste management. Bosnia and Herzegovina’s waste management system was in ruins, with millions of tonnes of waste accumulating in streets, rivers and in landfills. The Environment and Energy Sector (ENS) of UNMIBH has launched a mission to transform the country’s waste management system and promote sustainable development.

A waste management crisis

Before UNMIBH’s intervention, Bosnia and Herzegovina’s waste management system was characterized by a lack of infrastructure, inadequate regulations and insufficient institutional capacity. As a result, the country faced serious environmental and health consequences. The streets were littered with garbage, the rivers were polluted with untreated waste, and health risks were omnipresent. Additionally, the country’s heavy reliance on fossil fuels poses a significant threat to environmental sustainability.

The UNMIBH approach

The UNMIBH Environment and Energy Sector has developed a comprehensive strategy to address the waste management crisis in Bosnia and Herzegovina. The strategy focused on three key objectives:

* Improve solid waste management practices
* Promote the use of renewable energy sources
* Strengthen institutional capacity in waste management

To achieve these objectives, UNMIBH implemented a series of projects and initiatives, including:

* The introduction of a modern waste management system, including separate collections, recycling facilities and waste-to-energy plants.
* The development of renewable energy sources, such as hydroelectric power and biomass boilers
* Capacity building and training programs for local officials, waste management staff and community groups

Success stories and impact

UNMIBH’s efforts have had a profound impact on Bosnia and Herzegovina’s waste management system. Some notable achievements include:

* The closure of several large-scale polluting landfills and the establishment of modern waste treatment facilities
* A significant reduction in the quantity of municipal waste sent to landfill, from 90% in 1995 to less than 20% in 2004.
* An increase in the use of renewable energy sources, particularly hydroelectric power, reducing the country’s dependence on fossil fuels
* Improvements in public health and environmental quality, through the reduction of waste-related pollution and the restoration of natural habitats.

The success of UNMIBH’s waste management and renewable energy initiatives has provided a model for other post-conflict countries to follow.

Conclusion

UNMIBH’s mission in Bosnia and Herzegovina played a crucial role in transforming the country’s waste management system and promoting sustainable development. The implementation of modern waste management practices, the promotion of renewable energy sources and the strengthening of institutional capacities have had lasting impacts on the country. As the world continues to face environmental and energy challenges, the example set by UNMIBH provides a valuable lesson on the importance of international cooperation and sustainable development.
